Rogelio Granguillhome Morfin

Ambassador of Mexico to the Kingdom of Belgium and the Grand Duchy of Luxembourg

Permanent Representative of Mexico to the European Union

Born in Veracruz, Mexico, on January 4, 1958.

He holds a bachelor’s degree in International Relations, with honors, from the National Autonomous University of Mexico (UNAM).

He has more than 40 years of experience in the Mexican public sector, mostly as a diplomat. He is a specialist in international economic affairs, in particular in economic promotion and international cooperation for development.

He is currently Ambassador of Mexico to the Kingdom of Belgium and the Grand Duchy of Luxembourg and Head of Mission of Mexico to the European Union.

He previously served as Ambassador of Mexico to Germany (2017-2021). Before that, he was Ambassador of Mexico to Singapore, concurrent with Myanmar and Brunei (2013-2017), to India, concurrent with Sri Lanka, Bangladesh and Nepal (2004-2009), to the Republic of Korea (1999-2004), and to Uruguay (1995-1999). During this last period, he also served as Permanent Representative before the Latin American Integration Association (ALADI).

Between 2009 and 2011 he was Head of the Economic Affairs and International Cooperation Unit of the Ministry of Foreign Affairs. This office gave rise to the Mexican Agency for International Development Cooperation (AMEXCID) and, between 2011 and 2013, he was its first Executive Director.

In the Ministry of Foreign Relations, he also served as General Director of Economic Relations with Latin America (1990-1995). He held various positions in the international areas of the Ministry of Finance and Public Credit (1980-1990).

He has been a subject professor at UNAM and at the Matías Romero Institute for Diplomatic Studies, as well as a visiting professor at Dankook University in Seoul, Republic of Korea.

He speaks English and French, as well as Spanish.

He has been decorated by the governments of Uruguay and the Republic of Korea.

He is married and has two adult children.
