Federal Criminal Record Certificate (FCRC)
In Mexico the following documents verify the criminal / judicial records of individuals:
Registration Data Certificate (RDC), issued by the Attorney General's Office (AGO), and
Federal Criminal Record Certificate (FCRC), issued by the Secretariat for Citizen Security and Protection or Prevention and Social Re adaptation, at federal level.
The Consular Section is limited to offering its support to fellow nationals who require it, to initiate the processing of these documents. However, the Consular Section is not responsible for managing the process in Mexico. The interested party must complete the file and meet the FGR and the SSPC’s relevant requirements, and complete the procedure in Mexico, either personally or through a third party representation.
PROOF OF REGISTRATION DATA
Explanation of this procedure
The RDC is issued by the Office of the Attorney General of the Republic and therefore, it is a federal document, which can be processed through the central offices in Mexico City, in the General Directorate of Control of Federal Criminal Processes (Avenida Insurgentes, number 20, Glorieta de Insurgentes, Ground Floor, Colonia Roma Norte, Del. Cuauhtémoc, CP 06700, Mexico City).
The RDC can also be processed at the corresponding State Delegation of the Attorney General's Office. (Addresses below)
Keep in mind that this Embassy cannot carry out any other procedure other than the issuance of the consular letter, the taking of fingerprints and the integration of your file, so that you can later present it or send it to Mexico so that you can obtain the certificate.
Prerequisites:
- Application Form duly filled in and printed in colour and the Responsive Letter.
- Official identification. Voter credential and / or passport (original and 2 copies). In case of non-Mexican nationals, present passport (original and 2 copies).
- Copy of a birth certificate (preferably with less than 1 year of issuance) and in good condition (without deletions, scratches or amendments) for both Mexicans and non-Mexican nationals (original and 2 copies). In the case of non-Mexican nationals, the birth certificate must be translated into Spanish by a certified translator.
- Original and 2 copies of the National Military Service Card, (Mexican males only).
- In the case of non-Mexican nationals, original and 2 copies of the immigration form FM-2 or FM-3.
- Original and 2 copies of proof of address. Also present the certified translation into Spanish of same.
- Four passport sized colour photographs: 2 of the face and 2 of the right hand side profile, (with no makeup, earrings, glasses, beard, moustache, sideburns or any hair covering the face, fringe or bangs must be clipped back). In this instance they can be biometric.
Additionally, if the interested party is not the one who processes or collects the certificate in Mexico, a simple power of attorney must be included in the see example in spanish HERE and translation HERE, addressed to the General Director of Control of Federal Criminal Proceedings, indicating who will be in charge of carrying out the procedure on your behalf and two witnesses. Copies of the signatories' identifications must be attached to said letter.
NOTE: Any legal document that is not in the Spanish language must be translated by a certified translator.
Procedure
- Verify that you have all the requirements to properly submit your application.
- Make an appointment to present your request through the Mexitel system under NON-CRIMINAL RECORD: This can only be done by obtaining an appointment through the Mexitel electronic system. - Contact the Consular Section by email to verify that you have the correct documents prior to your appointment. If on the day of your appointment you are missing any required document, your appointment will be cancelled and you will have to book a new one.
- On the day of your appointment you must arrive at the assigned time to hand in the documents and you will be advised on the day, as to when you can collect them:
This is free of charge.
NOTE:
The aforementioned documentation, the fingerprint format and the letter prepared by the Consular Section, must be submitted by the interested party to the AGO or sent to a third party in Mexico, by the interested party. Shipping costs are borne by the interested party and the Consulate cannot assume any responsibility for the shipping costs or the quality of the postal service chosen.
Managing the reliability of registry data in Mexico
Make the payment of the registration of the data at the "Banco Mercantil del Norte", SA, Institución de Banca Múltiple, Grupo Financiero Banorte, via agreement 149583 and reference 18443101. If the payment is made by Check, it must be made out to FGR R49 810 DPAS and others, on the reverse of the check the agreement number 149583 and reference 18443101 must be written. The fee for both is $ 184.00 (one hundred and eighty-four Mexican pesos)
The interested party or their legal representative should go to the FGR offices in Mexico City, General Directorate of Control of Federal Criminal Proceedings, to process the file, the address Avenida Insurgentes, number 20, Glorieta de Insurgentes, Ground Floor, Colonia Roma Norte, Del. The interested party or their legal representative who reside in any state in the Mexican Republic, should go to their state delegation of the Attorney General's Office closest to their home, from 09:00 to 15:00 hrs.:
IMPORTANT
The response time for issuing the certificate in Mexico is 10 working days, and said certificate is valid for 15 calendar days from the date of issue.
The AGO under no circumstances issues urgent certificates or in less time than stipulated.
FEDERAL CRIMINAL RECORD CERTIFICATE

Through its website and social network, the Embassy will inform the community as soon as the issuance of the federal record of criminal records is resumed in Mexico.
Explanation of this procedure
The federal criminal records are only processed with the Secretariat of Security and Citizen Protection - Prevention and Social Re-adaptation (SSCP) based in Mexico City.
To obtain this document, the applicant must meet a series of specific requirements. One of which is a letter founded and motivated by the embassy or consulate (amongst other authorities). Management of the federal record of criminal records in Mexico.
Once you have the file with all documents that were handed over to you at the Embassy, you can continue with the processing of the federal criminal record certificate with the SSPC.
PLEASE NOTE:
The consular letter is accepted up to 30 days after the date of issue. Take this into account to coordinate what is pertinent in your request for an appointment and the sending or presentation of your file in Mexico.
The SSPC officially states that if you cannot go to Mexico City to request it directly, you can manage it through a next of kin on your behalf (parents, children or spouse); Under exceptional circumstances, the SSPC has indicated that a person residing abroad, and who does not have next of kin as mentioned above, then another relative or person who is trusted can submit the request on your behalf; In either case, you must indicate this when you submit the request for the consular letter and also send a simple power of attorney signed by you and two witnesses. It is necessary to send a copy of the identifications of the witness indicated.

Irlanda se ha convertido en un destino importante de estudiantes de inglés como segunda lengua, así como para estudiantes a nivel licenciatura y posgrado. Existe una gran cantidad de escuelas de inglés y agencias para enrolar estudiantes, lo que ha propiciado un incremento sustantivo en la matrícula de este tipo de visitantes.
A los visitantes que tienen la intención de estudiar inglés en Irlanda, se les solicita a su llegada, los siguientes requisitos.
- Comprobante de inscripción en alguna de las escuelas autorizadas (puedes consultar las escuelas en la siguiente liga): https://www.irishimmigration.ie/coming-to-study-in-ireland/what-are-my-study-options/a-third-level-course-or-a-language-course/
- Seguro de gastos médicos
- Comprante bancario de solvencia económica (contar con al menos 3,000 Euros por cada curso. A partir julio de 2023, dicha cantidad se incrementará, a 700 euros por mes de duración del curso, es decir, para un curso de 6 meses, deberán comprobarse al menos 4,200 Euros).
Una vez que se encuentren en Irlanda, tendrán que obtener la visa de estudiante, la cual les permite trabajar medio tiempo, es decir, un máximo de 20 horas a la semana. Debe tomarse en consideración que no se trata de una visa de trabajo, sino una de estudiante. La gran mayoría de empleos disponibles para estudiantes, se encuentran en el área de servicios.
Para los estudiantes de licenciatura o posgrado, los requisitos son similares; sin embargo, el monto de recursos a comprobar es de 7,000 Euros por año escolar, monto que se incrementará a partir de julio de 2023 a 10,000 Euros por ciclo escolar.
Debido al creciente número de estudiantes, recientemente se han recibo denuncias sobre fraudes cometidos por intermediarios o agencias al gestionar cursos de inglés y de posgrado, seguros médicos y alojamiento, entre otros servicios.
ANTES DE VIAJAR, ASEGÚRATE UN LUGAR DE ALOJAMIENTO. Es muy importante que sepas que el alojamiento en Irlanda, particularmente en Dublín, es escaso y de muy alto precio. Una cama en una habitación compartida con otros estudiantes, fluctúan entre 500 y 600 Euros por mes. La Embajada no cuenta con servicios de apoyo de alojamiento para visitantes.
- Si tienes planeado un viaje hacia o desde Irlanda, te sugerimos consultar con tu aerolínea el estado que guardan tus reservaciones y los requisitos que las propias líneas aéreas solicitan para abordar.
- En virtud de que no existen rutas directas México-Irlanda, te sugerimos consultar los requisitos de tránsito en el país en que harás escala.
- Si viajas a Irlanda como estudiante, antes de contratar cursos de idiomas, profesionales y de posgrado con algún intermediario o agencia, comunícate primero con la institución educativa a la que pretendes ingresar, para corroborar que la agencia o intermediario con el que pretendes contratar, tienen un convenio vigente y está registrado.
- Preferentemente, realiza tu inscripción directamente con la escuela.
- Si el intermediario o agencia se encuentra operando en México, asegúrate que esté registrado y que cumple con los requisitos legales para operar y emitir facturas.
- En todos los casos se recomienda muy ampliamente que al contratar paquetes escolares en México se verifique que la agencia/escuela incluya en sus contratos las siguientes cláusulas o garantías: :Devolución del pago total de colegiaturas en caso de que las autoridades migratorias no les permitan el ingreso a Irlanda; Devolución total o parcial en caso de que los cursos tengan que ser impartidos vía internet y no de manera presencial; Esquema de devolución total o parcial de colegiaturas en caso de las escuelas se declaren en bancarrota; Seguro médico con cobertura amplia.
- Antes de viajar, asegúrate un lugar de alojamiento acorde a tus posibilidades y cercano a tu escuela. No des anticipos si no tienes certeza de que el lugar realmente está disponible para arrendar. Siempre pide un contrato y recibos por tus pagos. Evita subarrendar o tratar con intermediarios
- Para todos los viajeros, sean turistas o estudiantes lleva siempre una copia de tu pasaporte mexicano y una identificación oficial con fotografía, conserva una copia electrónica de los mismos.
- Cuando una persona mexicana viaja al extranjero, a cualquier país, o si reside fuera de México, es altamente recomendable que incluya o actualice sus datos en el Sistema de Registro para Mexicanos en el Exterior (SIRME) https://sirme.sre.gob.mx(es necesario utilizar Internet Explorer actualizado para poder llenar el formulario). Esto permite a la SRE brindar información oportuna y localizarte en caso de emergencia.
- Los requisitos de ingreso, permanencia y salida están sujetos a cambios sin previo aviso, por lo que se recomienda consultar las páginas oficiales de las autoridades gubernamentales competentes en el país de destino, así como la información proporcionada por la Asociación Internacional de Transporte Aéreo (IATA) https://www.iatatravelcentre.com/world.php
- El pasaporte mexicano debe coincidir con la identidad de la persona titular, de lo contrario es posible enfrentar problemas al ingresar a algunos países y/o territorios.
- Antes de realizar cualquier viaje, es importante verificar que tu pasaporte mexicano tenga al menos seis meses de vigencia.
- Se recomienda contar con un seguro de viaje internacional que incluya servicios médicos, válido en los países a visitar.
- En todo momento se deben respetar las leyes e indicaciones de las autoridades locales.
