Non-Lucrative visitor: foreign nationals who require a visa to enter Mexico as a tourist, business visitor, treatment visit, in transit, among other non-remunerative activities.
This visa is issued to foreign nationals who wish to enter Mexico for tourism, business, technical activities, studies, medical treatment, in transit, among others, as the passport's holder nationality is not exempted from the visitor visa.
This visa does not allow lucrative activities (work permit).
The visa is issued for up to 180 days for multiple entries.
To apply for a visitor visa at the Consular Section of the Embassy of Mexico in Saudi Arabia, the applicant must be nationals of Saudi Arabia, Oman, Yemen or Bahrein country. or have legal residence in any of these countries. Requirements:
1. A valid passport from the intended date of entry to Mexico with at least one blank page. It is also required to present passport photocopies of the pages containing the holder's photograph and personal details.
2. Fill in the visa application form.
3. One passport size photograph (it must be in color, with the face visible without glasses, white background, taken within the last month).
4. Proof of legal residency in Saudi Arabia, Oman, Yemen or Bahrein. A photocopy of the Saudi Arabia, Oman, Yemen or Bahrein country visa or residence permit is required. Photocopy of any other visa in the passport (if applicable).
5. Accreditation of any of the following premises:
a) Roots in the country where you have residence:
1. Original and copy of the real estate deed duly registered in the name of the visa applicant and proof of stable employment for a minimum of two years, OR
2. Original and copy of the real estate deed duly registered in the name of the visa applicant and a document that proves ownership or participation in business issued by the competent authorities for a minimum age of two years.
b) Financial means
1. Original and copy of the documents that demonstrate that you have a job or pension with monthly tax-free income higher than the equivalent of one hundred days of the general minimum wage in force in Mexico City, during the last three months, and proof of stable employment with a minimum of one year, OR
2. Original and copy of proof of investments or bank accounts with an average monthly balance equivalent to three hundred days of the general minimum wage in force in Mexico City during the last three months, OR
3. In the case of foreign nationals who study regularly in higher education institutions, they must present an original proof of studies and an original proof of stable employment, pension, or scholarship with monthly income equivalent to sixty days of the general minimum wage in force in Mexico City during the last three months.
Remarks: With respect sections b1) and b3) as applicable it is required: a) an original headed letter from the company where the applicant works, stating his/her salary or an original letter from the institution that grants the pension or scholarship to the applicant and b) the last three-month pay slips or pension receipts and the bank's statements where the income is deposited monthly. Regarding section b2), it is required to submit certified bank statements.
c) Invitation from a public or private organization or institution located in Mexico
1. Original of the commitment letter from a public or private organization or institution that invites the foreign person to participate in an unpaid event or activity in Mexico. The letter must contain the following information: Applicant’s full name and nationality; official registration number and name of the organization or institution, its objectives and its full address; information about the activity to be carried out by the foreign person or the project in which he/she will participate, which must be related to the goals of organization or institution; estimated duration or approximate date of completion of the activity; the commitment of the organization or institution to take care of the maintenance of the foreign person during his/her stay in Mexico and his/her return to his/her country of origin or residence; and attachment of a copy of an official identification with signature and photograph of the person who signs the commitment letter.
2. To prove that the organization or institution has the resources (economic solvency) to fulfill the obligation above referred, it will present an original and copy of proof of investments or bank accounts with an average monthly balance equivalent to one thousand days of current minimum wage for the Federal District, during the last twelve months. Public and private institutions belonging to the Mexican National Educational System do not require proof of economic solvency.
3. Original and copy of the documents to prove that the foreign person has experience, capacity, skills, or knowledge to carry out the activity for which he/she is invited.
Ministers of worship or religious associates requesting a visa must submit a commitment letter issued by a religious association. If they present consent issued by the Ministry of the Interior, in terms of article 18 of the Regulations of the Law on Religious Associations and Public Worship, numerals 2 and 3 will be exempt from compliance with the established requirements.
d) Driver or cargo transport operator who intends to enter the national territory for the sole purpose of loading or unloading merchandise:
1. Original and copy of the valid and current driver's license, which authorizes the foreign person to drive freight transport in accordance with the local regulations in force.
2. Original of the letterhead of the transport company or association to which he/she belongs, addressed to the consular authority, requesting the Mexican visa in favor of the foreign person comprising the type of merchandise transported, the most frequent routes and that the foreign person has the necessary financial resources to pay for his/her stay in Mexico. The letter must also contain:
• Applicant’s full name and nationality;
• Name or trade name of the transport company or association;
• Full address and contact details of the company or association; and
• Copy of an official identification with the signature of the person signing the letter.
e) humanitarian cause:
1. Serious health condition: If the applicant is a spouse or unmarried partner of a foreign person who suffers from a serious health condition in Mexico, he/she must present an original copy of his/her marriage certificate or equivalent document issued by a competent authority in accordance with the applicable legislation. If the applicant is the son of a foreign person who suffers a serious health condition in Mexico, he/she must present an original end copy of his/her birth certificate. If the applicant has a foreign child who suffers from a serious health condition in Mexico, he/she must present an original and copy of the child´s birth certificate. Original of the document that certifies the serious health condition of the foreign person in Mexico issued by a public or private health institution in Mexico, with an issue date of no more than 30 calendar days that irrefutably proves that the foreign person who is in Mexico requires the support of his/her family.
2. Recognition or recovery of corpse: If the applicant is a spouse or unmarried partner of the foreign person who died in Mexico, whose intervention is required for the recognition or recovery of the corpse, he/she must present the original and copy of his/her marriage certificate or equivalent document issued by a competent authority in accordance with the applicable legislation. If the applicant is the son or daughter of a foreign person who died in Mexico, he/she must present an original copy of his/her birth certificate. If the applicant is a father or mother of the foreign person who died in Mexico, he/she must present an original and copy of the birth certificate of his son o daughter. Original of the document stating that the applicant has been notified that his/her intervention is required for the examination or recovery of the corpse issued by a competent authority or a federal, state, or municipal public institution.
3. For public interest: Request from a dependency or entity of the federal, state, or municipal Public Administration for public interest to carry out, lead, coordinate or support relief or rescue actions in emergency or disaster situations in Mexico.
f) Scientific research or collection of samples in national territory or jurisdictional waters of Mexico, after obtaining the authorizations of the competent national authorities in waters of territorial jurisdiction:
1. When a foreign person wishes to enter Mexico to participate in scientific research and/or sample collection projects in the national territory or jurisdictional waters of Mexico, he/she must present a copy of the communication in which his/her Diplomatic Mission in Mexico notifies him/her that the Mexican Ministry of Foreign Affairs received the corresponding authorizations for the abovementioned activities from the competent national authorities. The communication must contain the following information:
• Full name of the applicant and nationality;
• Name of the public or private organization or institution that invites the foreign person;
• Information about the activity to be carried out or the project in which the foreign person will participate, and
• Estimated duration or approximate date of completion of the activity to be carried out.
g) Academic Studies:
1. Original and copy of the letter of acceptance from an institution belonging to the National Educational System to carry out courses, studies research projects, or academic or professional training for a period of less than 180 days. The institution's letterhead must contain:
• Full name of the applicant and nationality;
• Level, degree, and area of study that the applicant intends to carry out;
• Name of the course or academic activity in which you have been accepted;
• Start and end date of the course or academic activity;
• Cost of registration for the course or academic activity, and
• Identification data and official registration of the educational institution.
2. Financial means to cover the amount of tuition accommodation and maintenance expenses during your stay in Mexico. The following documentation is required:
i. Original and copy of proof of investments or bank accounts with an average monthly balance equivalent to one hundred and fifty days of the general minimum wage in force in Mexico City, during the last three months, or
ii. Original and copy of the documents that show that you have a job, pension, or scholarship with monthly income free of liens greater than the equivalent of one hundred days of the general minimum wage in force in Mexico City, during the last three months.
Remarks: With respect to section i), it is required to submit certified bank statements. Regarding section ii), as applicable it is required:
1. Original headed letter from the company where the applicant works, stating his/her salary, or original letter from the institution that grants the pension or scholarship to the applicant.
2. The last three-month pay slips or pension receipts and the bank statements where the income is deposited monthly.
Solvency may be accredited by the applicant, by his/her parents, by his/her spouse, concubine or concubinage or equivalent figure; or by whoever exercises parental authority or guardianship, or with a letter from the educational institution that proves that they have been the beneficiary of a scholarship or document from a banking or financial institution that proves that they have the financing.
h) Participation in an event organized or sponsored by the Federal Public Administration or by autonomous constitutional bodies.
1. Original of the letter from the agency or autonomous constitutional body that invites the foreign person to participate in an event derived from international commitments contracted by the Mexican State for the celebration of events. The letter must contain the following information:
• Full name of the applicant;
• Nationality;
• Name of the dependency of the Federal Public Administration or autonomous constitutional body;
• Information on the event in which the foreign person will participate;
• Duration and date of the event; and
• Signature and position of the official of the Federal Public Administration or autonomous constitutional entity responsible for coordinating the event.
• Original of the letter from the institution of the sending country.
Payment of consular fee (Visa) via bank transfer to the Mexican Consulate on the day of the appointment to receive and to process the application, in accordance with the Federal Act of Fees. It also covers the issuance of the visa, if the visa is authorized.
In the case of visa refusal, the payment made will not be reimbursed. It is suggested that before submitting your application, check that your documentation is complete.
Please do not forget to bring copies of the documentation requested as if you do not so this will delay your application. There is no photocopier service at the Consulate. You will need to leave the premises to obtain the copies and you will queue again to present your application.
It is advisable not to book or buy flight tickets to Mexico if you have not been notified about the authorization of the issuance of your visa.
The submission of a flight ticket is not a visa requirement, so it does not accelerate the processing time of a visa.
Documents issued outside Mexico or Saudi Arabia, Oman, Yemen or Bahrein country for visa application acceptance must be apostilled.
Visit visa requirements:
• Original passport, valid for at least six months before expiration. Please make sure that your passport has at least one blank visa page to affix the visa. • One photocopy of your passport’s personal information page.
• Original and one photocopy of Iqama or residence permit of Bahrein, Oman, or Yemen (it does not apply to nationals of Saudi Arabia, Bahrein, Oman, and Yemen).
• One visa application form duly completed and signed. Please fill out the application form provided by the Embassy.
• One recent passport-size photo (size (3.5 x 4.5 cm), in color, with face clearly visible, without glasses, and taken against a white background. Instant-photo machine or digital home-printed photos are not accepted.
• Meet at least one of the following requirements to prove sufficient financial funds:
a) Bank statements for the last six months. If the bank statements were issued electronically, they must be printed by you and stamped by the issuing bank. If you have multiple bank accounts, please print and stamp the bank statements of all the accounts that will support your visa application. If you do not have a printed and stamped version of your statements, they will not be taken into consideration in the assessment process, even if you have electronic access to them.
b) Payment slips of the last six months and a letter from your employer* stating that you’ve been working for that company for at least one year. You must also bring bank statements showing the salary transfer into your account. If the bank statements were issued electronically, they must be printed by you and stamped by the issuing bank.
c) If you are currently studying in Bahrain, Oman, Saudi Arabia, or Yemen, you will have to submit proof of enrolment at a university/school* and a document showing that you have a steady job, a pension, or a scholarship, including your monthly income of the last six months.

* Proof of employment on letterhead from the issuing institution stating monthly salary, stipend, and/or scholarship. The letter must be authenticated by the Chamber of Commerce or an equivalent is needed.

Visa delivery:
1. It can be collected personally at the Consular Section, or
2. By mail, under the responsibility of the applicant. It is necessary to hand in an envelope "Special Delivery", containing the name, address, and postal code.
Please be aware that if you request that your passport and visa be sent by mail, the delivery time can take an extra three working days after issuing the visa.
