Mexico's Ambassador to the Republic of Kenya, concurrent to the United Republic of Tanzania, Republic of Uganda, Republic of Rwanda, Republic of Burundi, Union of the Comoros and Republic of Seychelles, was born in Ebano, San Luis Potosi, Mexico on October 8, 1953. He graduated in law from the Autonomous University of San Luis Potosi. He holds a master's degree in political science from the University of Boston and military expertise to the national security and defense from the College of National Defense in Mexico.

He is a career diplomat having joined the Mexican Foreign Service in 1981. In Missions abroad he served as Head of the Consulate of Mexico in McAllen, Texas (2008-2015), he was also assigned to Mexico's mission to the UN and other international organizations based in Geneva, Switzerland (2002-2008); he served as Head of Chancery at the Embassy of Mexico to the Kingdom of Spain (2000-2002); as deputy consul at the Consulate General of Mexico in El Paso, Texas (1997-2000); as responsible for political affairs and human rights at the Embassy of Mexico to the United Kingdom of Great Britain and Northern Ireland (1993-1994); as head of chancery at the Embassy of Mexico in Kenya (1989-1993); and as in charge of political and legal affairs in Mexico's permanent mission to the UN (1986-1989). In the Ministry of Foreign Affairs in Mexico, he held positions twice in the Directorate General for North America (1980-1983 and 1994-1996) and in the general directions of United Nations specialized agencies and international organizations (1983-1986).
