Jesús Seade ha tenido una carrera amplia y muy diversa con gran liderazgo a nivel mundial como alto funcionario en tres importantes organizaciones multilaterales, negociador comercial y financiero y alto funcionario del Gobierno de México. También ha sido un economista con carrera internacional como investigador y líder académico en varias universidades de Europa, México, la Región Especial Administrativa de Hong Kong, y China continental.

Después de graduarse en ingeniería química en la Universidad Nacional Autónoma de México (UNAM), obtuvo los grados B.Phil. y D.Phil. (doctorado) en Economía de la Universidad de Oxford (en el Reino Unido), trabajando con el célebre Premio Nobel James Mirrlees.

Fue ascendido a profesor titular de economía (chair) en la Universidad de Warwick (Reino Unido) cinco años después de concluir el doctorado en Oxford, el nombramiento más joven de esa prestigiada institución, y fue profesor en Francia (CEPREMAP), Brasil (IMPA) y Director Fundador del Departamento de Economía en El Colegio de México. Al mismo tiempo fue asesor de investigación del Banco de México y Secretario Ejecutivo de la Comisión Nacional de Energía Nuclear de México. Sus publicaciones académicas de esos años sobre la competencia imperfecta y fiscalización óptima (y algunas más recientes en finanzas) continúan siendo referencias regulares décadas después (ver Google Scholar).

Después de tres años en el Banco Mundial como Economista Principal en Finanzas Públicas y luego para Brasil, fue nombrado Embajador de México ante GATT (1989-93), donde lideró la participación de México en las negociaciones de la Ronda Uruguay que creó la Organización Mundial del Comercio (OMC). Durante ese periodo, lideró y ganó dos importantes disputas comerciales promovidas por México (antidumping en cemento y embargo de atún) y lideró la negociación de la adhesión de México a la OCDE (primer país en desarrollo en tener membresía en esa organización).

En 1993 fue elegido por consenso como Director General Adjunto (DDG) en el equipo directivo del GATT que en los meses subsiguientes lideró la conclusión exitosa de esas negociaciones, y después como Director General Adjunto fundador de la OMC. Durante su cargo en la OMC, estuvo a cargo de todos los aspectos relacionados con el desarrollo así como los vínculos entre el comercio y las finanzas y las relaciones exteriores de la OMC.

Más tarde fue Asesor Principal en el Fondo Monetario Internacional (FMI), donde dirigió los trabajos sobre (i) tres grandes crisis financieras (Brasil, Argentina y Turquía; incluyendo haber estado al frente del armado del hasta entonces más grande préstamo del FMI: un crédito sindicado del G7 de $ 29 mil millones para Brasil) ; (ii) quita masiva de deuda externa de varios países africanos con altos niveles de endeudamiento (Iniciativa HIPC); y (iii) todo los trabajos de Transparencia del FMI. Recibió del Gobierno de Paraguay la Orden Nacional al Mérito en el grado de la Gran Cruz (máxima distinción).

Después de una larga pausa, el Embajador Seade regresó a la academia, como profesor de economía (2007-16) en la Universidad de Lingnan en la Región Administrativa Especial de Hong Kong, donde pronto fue nombrado vicepresidente (2008-14), convirtiéndonse en el primer ciudadano extranjero en ocupar ese puesto entre las ocho universidades de esa Región Administrativa. Simultáneamente, fue miembro de los Consejos Asesores Superiores de los Secretarios de Servicios Financieros y de Comercio e Industria de la RAE de Hong Kong; Vicepresidente de la Academia de Responsabilidad Corporativa de Hong Kong (corporativa) y durante diez años miembro del Consejo Asesor de Morningside College en la RAE de Hong Kong bajo la dirección del profesor Mirrlees antes mencionado. Participó activamente en círculos políticos y académicos como experto sobre el sistema financiero chino.

En enero de 2017, aceptó el puesto de Vicepresidente Adjunto para Asuntos Globales de la Universidad China de Hong Kong – Shenzhen. Recibió el “Premio Reconocimiento al Mérito” otorgado por la Cámara de Comercio China-México.

El 1 de julio de 2018, el Embajador Seade fue designado por el entonces presidente electo de México para representarlo en las negociaciones del nuevo acuerdo comercial T-MEC entre México, Estados Unidos y Canadá (sucesor del TLCAN), cuya exitosa culminación después lideró para México como Subsecretario para América del Norte en la Secretaría de Relaciones Exteriores (diciembre de 2018 - noviembre de 2020).

En noviembre de 2020, recibió del Presidente López Obrador la Orden Miguel Hidalgo en el Grado de Banda, máximo honor que el Gobierno mexicano puede otorgar a un ciudadano mexicano. El 13 de julio de 2021, el Senado de México lo ratificó como Embajador Extraordinario y Plenipotenciario ante la República Popular China y el 8 de octubre de 2021 presentó copia de estilo de sus cartas credenciales al Ministerio de Relaciones Exteriores de China.

El Embajador Seade está casado con la abogada y diplomática boliviana-mexicana, Maestra Dalcy Cabrera y tiene tres hijos que viven o estudian en Estados Unidos y en la Región Administrativa Especial de Hong Kong.

施雅德经过一段长时间的休整又回归到了学术界,受邀出任了香港岭南大学的经济学教授(2007-2016),并很快被任命为副校长(2008-2014),成为香港特别行政区八所大学中第一位担任该职务的外国公民。在此期间,兼任香港特别行政区政府金融和工贸界委员会的成员及高级顾问;香港学堂协理副校长,并在詹姆斯 莫里斯教授的麾下担任香港中文大学晨兴书院顾问委员会成员达十年之久,成为活跃在中国金融体系中政策与学术界的权威专家。 中墨商会授予他"功绩表彰奖"。并于2017年1月,出任香港中文大学(深圳)协理副校长,负责全球事务。

2018年7月1日,施雅德大使被墨西哥新当选总统任命为墨美加协定(T-MEC)(原北美自由贸易协定)墨方首席谈判官,并大获成功,随后就被任命为外交部副部长,主管北美事务(2018.12-2020.11)。

2020年11月,洛佩斯-奥夫拉多总统授予他 “米格尔-伊达尔戈勋章” ,这是墨西哥政府授予墨西哥公民的最高荣誉。2021年7月13日,墨西哥参议院批准他为驻中华人民共和国特命全权大使,并于2021年10月8日,向中国外交部递交了国书副本。施雅德大使与郭德诗女士(玻利维亚-墨西哥籍,律师和外交官)结婚,育有三子,他们现在美国和香港生活和学习。

Jesús Seade has had a unique and very diverse career with top policy responsibilities globally: as a senior officer in three important multilateral organisations; a trade and financial negotiator; and a senior official in the government of Mexico. He has a second identity as a recognised scholar and academic leader in universities in Europe, Mexico, Hong Kong, SAR and mainland China.

After graduating in chemical engineering at the National Autonomous University of Mexico (UNAM), he obtained his B.Phil. and D.Phil. (PhD) in Economics at the University of Oxford (GB), working closely with the famous Nobel Laureate James Mirrlees.

He was promoted to chair professor at Warwick University (U.K.) five years after leaving graduate school at Oxford, the youngest such promotion at that prestigious school, and was a professor in France (CEPREMAP), Brazil (IMPA) and Founding Director of the Department of Economics at El Colegio de México. He concurrently was research advisor to the Bank of Mexico and Executive Secretary of the National Nuclear Energy Commission of Mexico. His theoretical publications of those years in optimal taxation and competition theory (and some recent ones in finance) continue to be regular references decades later (see Google Scholar).

After three years at the World Bank as Principal Economist in public finance and then for Brazil, he was appointed Ambassador of Mexico to the GATT (1989-93), where he led Mexico's participation in the Uruguay Round negotiations that created the World Trade Organization (WTO). He concurrently led and won two important trade disputes promoted by Mexico (anti-dumping in cement; and tuna embargo) and led the negotiation of Mexico's accession to the OECD (the first developing country to join).

In 1993 he was elected by consensus as Deputy Director-General (DDG) in the GATT leadership team that in the ensuing months led the successful conclusion of those negotiations, and then as founding DDG of the WTO. At WTO, he led all aspects related to development and to the links between trade and finance, and the external relations of the WTO.

He was later Senior Advisor at the IMF where he led the work on (i) three major financial crises (Brazil, Argentina and Turkey; inc. as lead officer for then-largest-ever IMF loan: a $29bn G7 syndication for Brazil); (ii) massive debt relief for several high-debt poor countries in Africa (HIPC Initiative) and (iii) all Transparency work. He received from the government of Paraguay the National Order of Merit, in the degree of the Great Cross (highest honour).

After a long policy hiatus Ambassador Seade returned to academia, as Professor of Economics (2007-16) at Lingnan University in Hong Kong SAR, where he was soon appointed Vice President (2008-14; first foreign citizen to hold such position among the 8 universities of Hong Kong SAR). He concurrently was a member of the Senior Advisory Boards of the Secretaries of Financial Services and of Trade and Industry of Hong Kong SAR; Vice-Chairman of the (corporate) HK Academy for Corporate Responsibility, and for ten years a member of the Advisory Board of Morningside College in Hong Kong SAR under the direction of the aforementioned Professor Mirrlees. He was active in policy and academic circles as an expert on the Chinese financial system. He received the “Recognition to Merit Award” given by China-Mexico Chamber of Commerce.

In January 2017 he accepted the position of Associate Vice President for Global Affairs at Shenzhen's Chinese University of Hong Kong–Shenzhen.

On July 1, 2018, Ambassador Seade was appointed by the then president-elect of Mexico to represent him in the negotiations of the new USMCA trade agreement between Mexico, the USA and Canada (successor to NAFTA), whose successful completion he then led for Mexico as Under-Secretary for North-America (Ministry of Foreign Affairs; Dec 2018 - Nov 2020).

In November 2020 he received from President Lopez-Obrador the Miguel Hidalgo Order in the Degree of Band, highest honour the Mexican Government can bestow on a Mexican national.

On 13 July 2021 Mexico's Senate ratified him as Ambassador Extraordinary and Plenipotentiary to the People's Republic of China and on 8 October 2021 he presented copy of his credentials to the government of China.

Ambassador Seade is married to Bolivian-Mexican lawyer and diplomat Dalcy Cabrera M.A. and has three children living or studying in the USA and Hong Kong.
