Luis David Palacios, was born in Los Mochis, Sinaloa, and he won the XXXIII National University of Floral Games of Campeche with his book Un árbol donde el sueño. His poems regularly can be seen in diverse anthologies and magazines, such as, Rio Grande Review edited by the University of Texas in El Paso or the electronic magazine Circle of Poetry.

Palacios has shared in his work a peculiar enthusiasm for translating British poetry, as well as per exploring the connection between music and poems, something that has earned him the attention from different countries around the world like the United Kingdom. His participation in the Poetry Circle represents an important addition to the cultural links between the United Kingdom and Mexico, since as being a guest of honour, his work has been translated into Welsh especially for the 2017 edition of the Festival.
The WIPF is part of the Literary Europe Live (LEuL) project supported by the European Union Creative Europe Program. The festival is organised by the Universities of Bangor and Aberystwyth since 2012, inviting the general public to attend with the aim of creating a high profile event for international poetry within the communities of Wales.
The WIPF structure is inspired by Latin American poetry festivals where free public events are organised, often outdoors. A distinctive and popular feature of the festival is the "Walk of Poetry", which includes readings on the Bangor Pier and the use of public places in order to bring poetry to the heart of city. It also features high profile readings in different Art Centres such as the Aberystwyth Arts Center, Pontio and Neuadd Ogwen, where poetry combines with other art forms to appeal to broad audiences.
