Non-Lucrative Visitor Visa

This visa is for foreign nationals who require a visa to enter Mexico for tourism, business, technical activities, studies, medical treatment, transit, or other non-remunerative activities. It is applicable to individuals whose nationality is not exempt from the visitor visa requirement.

Key Details:

  • Validity: Up to 180 days with multiple entries.

  • Restrictions: This visa does not permit lucrative activities (work permit).


Eligibility

Applicants must be nationals of Saudi Arabia, Oman, Yemen, or Bahrain or hold legal residency in one of these countries. Applications must be submitted in person through a pre-arranged interview appointment.

Requirements

  1. Valid Passport:

    • Must be valid for at least six months from the intended entry date into Mexico.

    • Must have at least one blank page for the visa.

    • Provide photocopies of the pages containing the holder’s photograph and personal details.

  2. Completed Visa Application Form:

    • Fill out the form provided by the Embassy and ensure it is signed.

  3. Passport-Sized Photograph:

    • One recent color photo (3.5 x 4.5 cm) with a white background.

    • Face must be fully visible, without glasses.

    • Photos from instant-photo machines or home-printed digital photos are not accepted.

  4. Proof of Legal Residency:

    • Provide a photocopy of your residency permit (Iqama) for Saudi Arabia, Oman, Yemen, or Bahrain.

    • Nationals of these countries are exempt from this requirement.

  5. Accreditation of the following premises:

    a) Roots in the country of residence:

    • Original and copy of the real estate deed, duly registered in the name of the visa applicant, along with proof of stable employment for a minimum of two years, OR
    • Original and copy of the real estate deed, duly registered in the name of the visa applicant, and a document proving ownership or participation in a business issued by the competent authorities, with a minimum of two years.

    b) Financial means:

    1. Original and copy of documents demonstrating that you have a job or pension with monthly, tax-free income greater than the equivalent of 100 days of the general minimum wage in force in Mexico City, during the last three months, along with proof of stable employment for a minimum of one year, OR
    2. Original and copy of proof of investments or bank accounts with an average monthly balance equivalent to 300 days of the general minimum wage in force in Mexico City during the last three months, OR
    3. For foreign nationals who are regularly enrolled in higher education institutions, original proof of enrollment and an original proof of stable employment, pension, or scholarship with monthly income equivalent to 60 days of the general minimum wage in force in Mexico City during the last three months.

    Remarks: For sections b1) and b3), as applicable, the following are required: a) An original letterhead from the company where the applicant works, stating their salary, or an original letter from the institution granting the pension or scholarship to the applicant. b) The last three months' pay slips or pension receipts, along with bank statements showing where the income is deposited monthly. For section b2), certified bank statements must be submitted.

  6. Applicable to specific cases:
  1. Original commitment letter from a public or private organization or institution inviting a foreign person to participate in an unpaid event or activity in Mexico. The letter must contain the following information:
  • Applicant’s full name and nationality;
  • Official registration number and name of the organization or institution, its objectives, and full address;
  • Information about the activity to be carried out by the foreign person or the project in which they will participate, related to the goals of the organization or institution;
  • Estimated duration or approximate date of completion of the activity;
  • The organization’s or institution’s commitment to take care of the foreign person's maintenance during their stay in Mexico and their return to their country of origin or residence;
  • A copy of an official identification with the signature and photograph of the person who signs the commitment letter.
  1. To prove that the organization or institution has the necessary resources (economic solvency) to fulfill the obligations mentioned above, it must present original and copy of proof of investments or bank accounts with an average monthly balance equivalent to 1,000 days of the current minimum wage in the Federal District, during the last 12 months. Public and private institutions belonging to the Mexican National Educational System are exempt from submitting proof of economic solvency.

  2. Original and copy of documents proving that the foreign person has the experience, capacity, skills, or knowledge to carry out the activity for which they are invited.

Ministers of worship or religious associates requesting a visa must submit a commitment letter issued by a religious association. If they present consent issued by the Ministry of the Interior, according to Article 18 of the Regulations of the Law on Religious Associations and Public Worship, they are exempt from complying with numerals 2 and 3.

  1. Original and copy of a valid and current driver's license authorizing the foreign person to drive freight transport in accordance with local regulations.
  2. Original letterhead from the transport company or association to which the applicant belongs, addressed to the consular authority, requesting a Mexican visa for the foreign person. The letter must include:
  • Applicant’s full name and nationality;
  • Name or trade name of the transport company or association;
  • Full address and contact details of the company or association;
  • Copy of an official identification with the signature of the person signing the letter;
  • Details of the type of merchandise transported and the most frequent routes, as well as confirmation that the foreign person has sufficient financial resources for their stay in Mexico.
  1. Serious health condition: If the applicant is the spouse or unmarried partner of a foreign person suffering from a serious health condition in Mexico, they must present an original copy of their marriage certificate or equivalent document. If the applicant is the child of a foreign person suffering from a serious health condition in Mexico, they must present an original and copy of their birth certificate. If the applicant has a foreign child suffering from a serious health condition in Mexico, they must present an original copy of the child's birth certificate. The document certifying the serious health condition of the foreign person in Mexico, issued by a public or private health institution in Mexico, must be dated no more than 30 calendar days prior and clearly state that the foreign person requires family support.

  2. Recognition or recovery of a corpse: If the applicant is the spouse or unmarried partner of a foreign person who has died in Mexico and whose intervention is required for the recognition or recovery of the corpse, they must present an original and copy of their marriage certificate or equivalent document. If the applicant is the child of a foreign person who died in Mexico, they must present an original and copy of their birth certificate. If the applicant is the parent of a foreign person who died in Mexico, they must present an original and copy of the child's birth certificate. The document stating that the applicant has been notified that their intervention is required for the examination or recovery of the corpse must be issued by a competent authority or a public institution.

  3. For public interest: Request from a dependency or entity of the federal, state, or municipal Public Administration for public interest to carry out, lead, coordinate, or support relief or rescue actions in emergency or disaster situations in Mexico.

  1. If a foreign person wishes to enter Mexico to participate in scientific research or sample collection projects, they must present a copy of the communication from their Diplomatic Mission in Mexico, notifying that the Mexican Ministry of Foreign Affairs has received the necessary authorizations for the activities from the competent authorities. The communication must include the following details:
  • Full name and nationality of the applicant;
  • Name of the public or private organization or institution inviting the foreign person;
  • Details of the activity or project in which the foreign person will participate; and
  • Estimated duration or approximate date of completion of the activity.
  1. Original and copy of the acceptance letter from an institution within the National Educational System for courses, studies, research projects, or academic/professional training lasting less than 180 days. The letterhead should include:
  • Full name and nationality of the applicant;
  • Level, degree, and area of study the applicant will pursue;
  • Name of the course or academic activity in which they are accepted;
  • Start and end dates of the course or activity;
  • Registration costs for the course or activity; and
  • Identification data and official registration of the educational institution.
  1. Proof of financial means to cover tuition, accommodation, and living expenses during the stay in Mexico. The following documentation is required: i. Original and copy of proof of investments or bank accounts with an average monthly balance equivalent to 150 days of the general minimum wage in force in Mexico City over the last three months, OR ii. Original and copy of documents showing that you have a job, pension, or scholarship with monthly income exceeding 100 days of the general minimum wage in Mexico City over the last three months.

Remarks: For section i), certified bank statements must be provided. For section ii), as applicable:

  1. Original letterhead from the employer or institution providing the pension or scholarship, stating the applicant’s salary or income;
  2. The last three months' pay slips or pension receipts, and bank statements showing the income deposit.

Financial solvency can be accredited by the applicant, their parents, spouse, common-law partner, or equivalent figure, or by the person exercising parental authority or guardianship, or with a letter from the educational institution or a banking institution showing financial support.

  1. Original letter from the agency or autonomous constitutional body inviting the foreign person to participate in an event resulting from international commitments by the Mexican State. The letter should include:
  • Full name and nationality of the applicant;
  • Name of the federal or autonomous body inviting the applicant;
  • Details of the event;
  • Duration and date of the event;
  • Signature and position of the official responsible for coordinating the event.

Additional Requirements:
  • Consular fee payment (Visa): The consular fee must be paid via bank transfer to the Mexican Consulate on the day of the appointment. This payment covers both the visa processing and, if approved, the issuance of the visa.
  • Visa refusal: Payment is non-refundable in case of visa refusal. Ensure all documentation is complete before submitting your application.
  • Photocopies: Please bring copies of all requested documentation. Failure to do so may delay your application. The Consulate does not provide photocopying services.
  • Flight tickets: It is advisable not to book or purchase flight tickets to Mexico until you have been notified about the visa issuance.

Documents issued outside Mexico, or in Saudi Arabia, Oman, Yemen, or Bahrain, must be apostilled for visa application acceptance.


Application Process

  1. Schedule an Appointment:

  2. Attend the Interview:

    • Bring all required documents, including originals and photocopies.

    • The interview will be conducted in English.

  3. Pay the Consular Fee:

    • Payment is made via bank transfer to the Mexican Consulate on the day of the appointment.

    • The fee is non-refundable, even if the visa is denied.


Processing and Delivery

  • Processing Time: 5 working days.

  • Visa Collection:

    • In person at the Consular Section.

    • By mail (additional 3 working days for delivery). If opting for mail, provide a prepaid envelope with your name, address, and postal code.


Important Notes

  • Flight Tickets: Do not book or purchase flight tickets until your visa is approved. Submission of a flight ticket is not a requirement and does not expedite processing.

  • Document Authentication: Documents issued outside Mexico, Saudi Arabia, Oman, Yemen, or Bahrain must be apostilled.

  • Visa Approval: A visa grants permission to travel to Mexico but does not guarantee entry. Mexican immigration authorities will verify your documents and the purpose of your visit upon arrival.
