Der mexikanische Handelspolitiker Jesus Seade Kuri kandidiert für das Amt des Generaldirektors der WTO
• Nach der Ankündigung der Kandidatur durch Präsident López Obrador gab Seade Kuri eine Pressekonferenz.
• Jesús Seade Kuri, momentan Staatssekretär für Nordamerikafragen im mexikanischen Außenministerium, hat weitreichende Erfahrungen in führenden multilateralen Organisationen wie der Weltbank, dem Internationalen Währungsfonds, GATT und der WTO.
• Die Kandidatur unterstreicht die Überzeugung der mexikanischen Regierung, dass Multilateralismus der beste Weg zur Bewältigung globaler Herausforderungen ist.
Nach der Ankündigung des mexikanischen Präsidenten Andrés Manuel López Obrador, Staatssekretär Jesús Seade Kuri als Kandidat für das Amt des Generaldirektors der Welthandelsorganisation zu nominieren, gab der ehemalige Chefunterhändler Mexikos beim Nordamerikanischen Freihandelsabkommen eine virtuelle Pressekonferenz, bei der er einheimische Journalisten und ausländische Korrespondenten in Mexiko über seine Kandidatur informierte. Aufgrund der umfangreichen einschlägigen Erfahrungen wäre die Ernennung des mexikanischen Handelspolitikers ein Schritt zur weiteren Stärkung der Welthandelsorganisation und der globalen multilateralen Architektur insgesamt.
Jesús Seade verfügt über eine tiefgehende Kenntnis der Volkswirtschaften und der Handelsdynamik in Afrika, Asien, Europa, Lateinamerika, dem Nahen Osten und Nordamerika. Er ist mit den wichtigsten Akteuren des Welthandels sehr gut vernetzt. Bei seinen bisherigen Tätigkeiten in den wichtigsten Weltwirtschaftsorganisationen, z. B. beim Allgemeinen Zoll- und Handelsabkommen (GATT), beim Internationalen Währungsfonds (IWF), der Weltbank und in der Welthandelsorganisation selbst, hat er seine Kompetenz unter Beweis gestellt.
Als Mexikos Botschafter beim GATT konnte Seade Kuri für sein Land wichtige Erfolge bei Handelsstreitigkeiten, z. B. bei der Bekämpfung von Dumping im Zementsektor und beim Thunfisch-Embargo, erzielen. Darüber hinaus vertrat er Mexiko als Chefunterhändler in der Uruguay-Runde, die als Ursprung der heutigen WTO gilt. Als sich damals die Verhandlungen in einem Zustand der Lähmung befanden, wurde ein Wechsel an der Spitze des GATT vereinbart: Die Organisation ernannte einvernehmlich Peter Sutherland zum neuen Generaldirektor und Jesús Seade Kuri zu dessen Stellvertreter.
Das neue Team brachte die Verhandlungen zu einem erfolgreichen Abschluss. Es kam zu einer Neuverhandlung, von der die Gruppe der am wenigsten entwickelten Länder, hauptsächlich in Afrika, profitierte. Sie wurde von Jesús Seade Kuri vertreten. Aus dieser Verhandlungsreihe ging die Gründung der WTO als Nachfolger des GATT hervor, wobei Jesús Seade Kuri als stellvertretender Generaldirektor fungierte.
Als leitender Berater des IWF bestimmte er maßgeblich den Kurs dieser Organisation bei der Bewältigung der Finanzkrisen Argentiniens, der Türkei und Brasiliens. Für fünfzehn hochverschuldete afrikanische Länder handelte einen massiven Schuldenerlass aus, womit er erneut seine Erfahrung in der Thematik der Entwicklungsländer sowie sein Verhandlungsgeschick bewies.
Zuvor war Jesús Seade Kuri als leitender Wirtschaftswissenschaftler bei der Weltbank tätig. Bei beiden Institutionen leitete er technische Hilfsmissionen in über fünfzig Ländern Afrikas, des Nahen Ostens und Lateinamerikas.
Jesús Seade Kuri studierte Chemieingenieurwesen an der Nationalen Autonomen Universität von Mexiko (UNAM) und erwarb seinen Master und seinen Doktortitel in Wirtschaftswissenschaften an der Universität Oxford bei dem Wirtschaftsnobelpreisträger James Mirrlees. Seine Doktorarbeit befasste sich mit optimaler Steuerpolitik und Einkommensverteilung. Er war Professor an der Universität Warwick und Gründungsdirektor des Zentrums für Wirtschaftsstudien am El Colegio de México (Colmex) sowie Exekutivsekretär der mexikanischen Kernenergiekommission. In Hongkong war er Vizepräsident der Lingnan-Universität; in China fungierte er als stellvertretender Vizepräsident für globale Angelegenheiten der Universität Hongkong-Shenzhen. Darüber hinaus war er als leitender Berater der Hongkonger Regierungssekretäre für Finanzdienstleistungen, Handel und Industrie tätig, bevor er 2018 sein Amt als Chefunterhändler Mexikos beim Freihandelsabkommen zwischen Mexiko, den USA und Kanada (T-MEC) antrat.
Die Nominierung von Jesús Seade Kuri als Kandidat für das Amt des Generaldirektors der WTO durch die mexikanische Regierung ist eine Anerkennung seiner bisherigen Leistungen, vor allem aber ein Zeichen für das Bekenntnis Mexikos zur multilateralen Ordnung. Mexikos stellt mit Seade Kuri einen starken Kandidaten auf, der über die notwendigen Erfahrungen und die Fähigkeiten verfügt, um in einem Schlüsselmoment für den Multilateralismus und die internationalen Zusammenarbeit die besten globalen Interessen im Bereich des Freihandels zu vertreten.

Deputy Secretary Jesús Seade Presents Candidacy to Head the WTO
• Following President López Obrador's announcement, Deputy Secretary Seade held a remote press conference to explain his candidacy to head the WTO.
• The Deputy Secretary for North America has experience in the most important multilateral organizations such as the World Bank, the International Monetary Fund and the GATT.
• His candidacy reaffirms the Mexican government's commitment to multilateralism.
Following President Andrés Manuel López Obrador's announcement nominating Deputy Secretary Jesús Seade to the post of Director-General of the World Trade Organization (WTO), the current chief USMCA negotiator today held a virtual press conference. The exchange with national reporters and foreign correspondents was held to explain the candidacy of the deputy secretary, who has had a long and prominent career, as the next step needed to strengthen the World Trade Organization, specifically, and the global multilateral architecture, overall.
Jesús Seade has an extensive understanding of the economies and trade dynamics in Africa, Latin America, Asia, Europe, the Middle East and North America, and well-established relationships with the leading actors in world trade. His long experience in the most important international economic organizations —including the General Agreement on Tariffs and Trade (GATT), the International Monetary Fund (IMF), the World Bank (WB) and the World Trade Organization itself— is a proven track record of his abilities within these key multilateral trade institutions.
As Mexico's ambassador to the GATT, Deputy Secretary Seade gave it important victories in trade disputes over antidumping duties on cement and the tuna embargo. He also represented Mexico as chief negotiator to the Uruguay Round, the origin of the current WTO. Negotiations were paralyzed, and it was agreed to make changes to the GATT senior leadership. The organization unanimously appointed Peter Sutherland as the new director-general, with then-Ambassador Seade as the new deputy director-general.
The new team steered the negotiations to a successful conclusion, which included renegotiating benefits for the least-developed countries (LDCs), mainly in Africa, a process led by Deputy Secretary Seade. This series of negotiations led to the creation of the WTO as a replacement for the GATT, where Seade served as founding deputy director-general.
At the International Monetary Fund (IMF), as a senior advisor, he was responsible for managing the IMF's policies on the financial crises in Argentina, Turkey and Brazil, also negotiating debt relief for fifteen high-debt African countries, confirming his experience with developing economies and his skill as a negotiator. He also served previously as principal economist at the World Bank. At both institutions, he led technical assistance missions for more than fifty countries in Africa, the Middle East and Latin America.
Jesús Seade studied Chemical Engineering at the National Autonomous University of Mexico (UNAM) and received master's and doctoral degrees in Economics from the University of Oxford, England, under the guidance of the Nobel Prize in Economics, James Mirrlees. He wrote his doctoral thesis on optimal tax policies for income distribution. He was chair professor at Warwick University, UK, and founding director of the Center for Economic Studies of El Colegio de México (Colmex), as well as executive secretary of the Mexican Nuclear Energy Commission. In Hong Kong, he was vice president of Lingnan University, and in China he was associate vice president for Global Affairs at the Chinese University of Hong Kong-Shenzhen. He has also served as senior advisor to the Hong Kong Secretaries of Financial Services and Trade and Industry, prior to becoming Mexico’s chief negotiator of the United States-Mexico-Canada Agreement (USMCA) in 2018.
The nomination of Undersecretary Seade to the post of WTO Director-General by the Government of Mexico comes in recognition of his experience and abilities but, above all, is a sign of the country's commitment to the multilateral order. Mexico is nominating a strong candidate with the experience and ability to represent the best global interests in free trade, at a key moment for protecting and promoting multilateralism and international cooperation.

Presenta subsecretario Jesús Seade candidatura para encabezar la OMC
• Tras el anuncio del presidente López Obrador, el subsecretario Seade llevó a cabo conferencia de prensa de forma remota para explicar su candidatura al frente de la OMC.
• El subsecretario para América del Norte tiene experiencia en los organismos multilaterales de primera línea como el Banco Mundial, el Fondo Monetario Internacional, el GATT y la propia OMC.
• La candidatura refrenda la convicción multilateral del Gobierno de México.
Después del anuncio por parte del presidente de México, Andrés Manuel López Obrador, sobre la nominación del subsecretario Jesús Seade como candidato a director general de la Organización Mundial del Comercio, el actual negociador en jefe del T-MEC llevó a cabo una conferencia de prensa de manera virtual el día de hoy. El intercambio con periodistas nacionales y corresponsales de medios extranjeros en México se realizó a para ahondar en la candidatura de Seade. A partir de su amplia y relevante trayectoria profesional, el nombramiento del subsecretario sería el siguiente paso necesario para robustecer a la Organización Mundial del Comercio, en particular, y a la arquitectura multilateral global, en general.
Jesús Seade tiene un amplio conocimiento sobre las economías y las dinámicas comerciales en África, América Latina, Asia, Europa, Medio Oriente y Norteamérica, así como una importante interlocución con los actores más relevantes del comercio mundial. La experiencia del subsecretario en los principales organismos económicos globales —entre los que destacan el Acuerdo General sobre Aranceles Aduaneros y Comercio (GATT), el Fondo Monetario Internacional (FMI), el Banco Mundial (BM) y la misma Organización Mundial del Comercio— ha dejado constancia de su capacidad en los altos medios comerciales multilaterales.
Seade fue embajador de México frente al GATT y, como tal, ganó para México las importantes disputas comerciales sobre antidumping en el sector cementero y el embargo atunero. Adicionalmente, representó a México como negociador en jefe en la Ronda de Uruguay, que fue el origen de la actual OMC. En ese momento, con las negociaciones en un estado de parálisis, se acordó un cambio del alto mando del GATT. La organización nombró, por consenso, a Peter Sutherland como nuevo director general y al entonces embajador Seade como su nuevo director general adjunto.
El nuevo equipo destrabó y llevó a buen puerto las negociaciones, incluyendo una también exitosa renegociación en beneficio del grupo de los Países Menos Adelantados, principalmente de África —misma que personalmente presidió el subsecretario Seade. De esta serie de negociaciones surgió la creación de la OMC como reemplazo del GATT, en la cual el actual jefe negociador del T-MEC fungió como director general adjunto fundador.
En el Fondo Monetario Internacional (FMI), como asesor senior, impulsó y presidió el manejo de las políticas del organismo en las crisis financieras de Argentina, Turquía y Brasil y negoció una condonación masiva de deuda externa de quince países de África que se encontraban altamente endeudados, confirmando su experiencia en materia de economías en desarrollo, así como sus habilidades negociadoras. Ya antes había fungido como economista principal en el Banco Mundial. En sus puestos en ambas instituciones encabezó misiones de asistencia técnica para más de cincuenta países en África, Medio Oriente y América Latina.
Jesús Seade estudió Ingeniería Química en la Universidad Nacional Autónoma de México (UNAM) y obtuvo la maestría y doctorado en Economía en la Universidad de Oxford, Inglaterra, bajo la dirección del Premio Nobel de Economía, James Mirrlees. Su tesis de doctorado se centró en las políticas tributarias óptimas y distribución del ingreso. Fue profesor de cátedra en la Universidad de Warwick, Reino Unido y director fundador del Centro de Estudios Económicos de El Colegio de México (Colmex), así como secretario ejecutivo de la Comisión de Energía Nuclear de México. En Hong Kong fue vicepresidente de la Universidad de Lingnan y en China fue vicepresidente asociado para Asuntos Globales de la Universidad China de Hong Kong-Shenzhen. Adicionalmente, fungió como asesor principal de los secretarios de Servicios Financieros y de Comercio e Industria de Hong Kong, antes de tomar sus funciones en México como negociador en jefe del Tratado México – Estados Unidos – Canadá (T-MEC) en 2018.
La nominación del subsecretario Seade a la Dirección General de la OMC por parte del Gobierno de México es un reconocimiento a su experiencia y capacidad para el puesto pero, sobre todo, una muestra del compromiso de nuestro país con el orden multilateral. La candidatura mexicana posiciona a un fuerte candidato con la experiencia y la capacidad para representar los mejores intereses globales en materia de libre comercio, en un momento clave para proteger e impulsar al multilateralismo y la cooperación internacional.
