He has a Law degree from the Autonomous National University of Mexico, (UNAM) and Doctorate of Political Theory Research from the University of Turin, Italy. Fulltime Researcher, at the Institute for Legal Research of the UNAM, where he was the coordinator in the area of Electoral Law. The National Research System (SNI) distinguishes him as a National Researcher Level III. 

He is the author of several texts on electoral and constitutional issues, and on political theory. His recent books include: Law and Power. Kelsen and Schmitt Face to Face (Cultural and Economic Fund 2009), coauthored, Umpire of State Elections, with Cesar Astudillo. An X-Ray of Institutional Architecture (UNAM-IEPC, 2010) and in joint  coordination with Cesar Astudillo, Reform and Control of the Constitution. Implications and limits (UNAM, Mexico, 2011) and with Pedro Salazar, Democracy Without Guarantors. The Authorities vs. Electoral Reform (IIJ-UNAM, Mexico, 2009). 

Columnist with the El Universal Newspaper, and contributor to the magazine Voice and Vote.  He has been a member of the editorial boards of several journals. From August 2005 to May 2012t he headed the Faculty of Law Journal at the UNAM. 

He lectures at the Faculty of Law at the National Autonomous University of Mexico on Constitutional Theory, Constitutional Law and Electoral Law.

In 2010 the UNAM awarded him the National University Award for Young Scholars

From 2010-2011 he was the Technical Secretary of the working group that processed  "political reform" in the Senate. Member of the Governing Board of the Institute for the Study of Democratic Transition.

He was the presenter for the AMIJ Punto de Encuentro program on the Judicial T.V. Chanel and the Eleciones 09 series on the Congress T.V. Chanel, work for which he received the National Prize for Journalism from the Journalists Club of Mexico. Together with Ciro Murayama and Pedro Salazar, he hosted A Different Mexico (channel 11), Left Lane (Channel 40) and Observatory 2012 (TV-UNAM), for which he also received the National Journalism Award 2011 from the Journalists Club of Mexico, category, Journalism on Electoral Issues.

 

On the 15th December 2011 he was appointed Electoral advisor to the Federal Electoral Institute. Derived from Political and Electoral Reform, on April 3, 2014, he was appointed Chairman of the National Electoral Institute (INE) by the Chamber of Deputies of the Mexican Congress.
