VISAS – Procedures and Requirements in accordance with the New LGEV (Official Gazette, 25 July 2025)

The New General Guidelines for the Issuance of Visas (LGEV) were published in the Official Gazette of the Federation on 25 July 2025. The Embassy of Mexico in Iran receives applications exclusively for visitor visas without permission to engage in remunerated activities, such as tourism, business meetings, and participation in conferences in Mexican territory.

For work or family reunification visas, the employer or sponsor in Mexico must initiate the procedure before the National Immigration Institute (INM) at any of its offices: https://www.gob.mx/inm.

Visa applications are strictly personal and require a prior appointment, which must be scheduled exclusively through the “MiConsulado” platform: https://citas.sre.gob.mx/. Only with a confirmed appointment may the applicant appear in person at the Embassy’s offices in Tehran.

Mandatory documentation for the application:

  • Visa application form (VAF) duly completed and signed by each applicant. Available in PDF format at: https://embamex.sre.gob.mx/iran/images/pdf/SolicitudVisas2024.pdf
  • Passport or travel document valid under international law and currently valid, in original.
  • Original document proving legal stay, only if the foreign national is not a national of the country where the visa is requested.
  • Payment of fees: USD $54.00 in cash, non-refundable.
  • Documents in Spanish or English, legalized or apostilled by the competent authority.
  • Mandatory personal presence for biometric data capture (photograph and fingerprints) and consular interview.
  • The Consular Section may request additional documentation depending on the case.

Invitation letters:

  • Accepted only for official trips (including sports competitions). They must: Be issued on official letterhead by a public or private organization in Mexico, officially recognized. Include the organization’s contact details, the applicant’s details, purpose, place and duration of the trip, and assumption of expenses (with bank statements for the last 12 months attached). Be signed and accompanied by a copy of the legal representative’s official identification. In the case of sports competitions, include a list of athletes with passport numbers.

Fraud prevention:

  • The Embassy accepts applications only directly from applicants and does not work with intermediaries.
  • Appointments are free of charge and personal, exclusively through https://citas.sre.gob.mx/.

Important notice: Possession of a Mexican visa allows travel to Mexico, but entry is subject to the final decision of the immigration authorities at the points of entry.

Visitor Visa without permission to engage in remunerated activities

Applicable to foreign nationals intending to enter Mexico under the condition of stay of Visitor without permission to engage in remunerated activities, for a period of up to 180 days.

Requirements:

  1. Passport or travel document valid under international law and currently valid, in original;
  2. Original document proving legal stay, if the foreign national is not a national of the country where the visa is requested; and
  3. Present documents proving any of the following situations:
    • Proof of ties to the country of residence.
    • Economic solvency.
    • Invitation from a public or private organization or institution.
    • Being a truck driver or cargo transport operator intending to enter Mexico solely to load or unload goods.
    • Humanitarian cause.
    • Scientific research or collection of samples in national territory or territorial waters, with prior authorization from the competent national authorities in territorial waters.
    • Studies.
    • Participation in an event sponsored or supported by the Federal Public Administration, as well as by autonomous constitutional bodies, for a maximum duration of 180 days.

Applicable to foreign nationals with substantial economic solvency, frequent travelers, prominent persons, spouses, common-law partners or equivalent figures of a Mexican national or of a temporary or permanent resident, family members of a temporary or permanent resident, or of a diplomatic or consular officer accredited in Mexico, as well as supervisors of a foreign company with a branch in national territory or executive personnel of branches or commercial offices of Mexican companies abroad, who wish to enter Mexico under the condition of stay of Visitor without permission to engage in remunerated activities and who do not intend to reside in national territory.

Requirements:

  1. Passport or travel document valid under international law and currently valid, in original.
  2. Original document proving legal stay, if the foreign national is not a national of the country where the visa is requested.
  3. Present documents proving any of the following situations: Economic solvency; Frequent traveler; Prominent person; Family member of a Mexican national; Family member of a foreign national who is a temporary or permanent resident; Family member of a diplomatic or consular officer accredited in Mexico holding an ordinary passport; Supervisor/executive as described above.

Applicable to foreign nationals of a nationality to which the Mexican State allows the processing and issuance of the visa through electronic means and records, when intending to travel to Mexico by air to enter under the condition of stay of Visitor without permission to engage in remunerated activities.

Requirements:

  1. Passport or travel document valid under international law and currently valid, proving nationality eligible for the Electronic Visa.
  2. Complete the Electronic Visa application, providing the information required by the migration authority.

Applicable to foreign nationals who intend to enter Mexico under the condition of stay of Visitor for adoption purposes and who are nationals or habitual residents of a member country of the Hague Convention… or of a country with which Mexico has signed an agreement on the matter.

Requirements:

  1. Passport or travel document valid under international law and currently valid, in original;
  2. Original Adoption Suitability Report or pre-assignment… (DIF);
  3. Original acceptance of the assignment… issued by the Central Authority of the Receiving State;
  4. Payment of fees in accordance with the Federal Fee Law.

"Temporary Resident Visa"

Temporary Resident Visa

Applicable to foreign nationals intending to enter Mexico under the condition of stay of Temporary Resident in order to remain for a period longer than 180 days and not exceeding 4 years. This type of visa allows the foreign national to work in Mexico, provided that the salary is paid abroad. If the applicant has a job offer in Mexico and will receive their salary in national territory, the company or individual employer must previously obtain authorization… from the National Migration Institute.

Requirements: Passport; proof of legal stay; and documents for any of: Economic solvency; Scientific research in territorial waters; Invitation; Mobility instrument; Family unity; Real estate; Investor.

"Student Temporary Resident Visa"

Student Temporary Resident Visa

Applicable to foreign nationals intending to enter Mexico under the condition of stay of Student Temporary Resident. A foreign national holding this condition may request authorization from the National Migration Institute to engage in remunerated activities in national territory.

Requirements: Passport; proof of legal stay; and documents for: Studies; or under an international legal instrument on mobility of persons.

Economic solvency may be proven by the applicant, parents/guardian (≤25 years), with a scholarship letter, or with a document from a banking or financial institution proving necessary funding.

Note: The Student Temporary Resident card… must be obtained within 30 calendar days from entry.

Applicable to foreign nationals intending to enter Mexico under the condition of stay of Permanent Resident.

Requirements:

  1. Passport or travel document valid under international law and currently valid, in original;
  2. Original document proving legal stay, if the foreign national is not a national of the country where the visa is requested; and
  3. Present documents proving any of the following situations: Retiree or pensioner; Family unity; Points system.

  • Visitor Visa without permission to engage in remunerated activities, when requested for humanitarian reasons.
  • Visitor Visa with permission to engage in remunerated activities, when requested based on a job offer.
  • Temporary Resident Visa, when requested based on a job offer or for family unity.
  • Permanent Resident Visa, when requested under the points system, for family unity, or derived from the recognition of refugee status.
