Description of this procedure

Applicable to foreigners who intend to enter Mexico as a visitor without permission to carry out paid activities, for a period of up to 180 days.

Who is it for?

Foreign nationals who, due to their nationality, require a visa to enter Mexico.

The visa allows a stay of up to 180 days without authorization to engage in remunerated activities.

Permitted activities: 

  • Tourism

  • Transit

  • Business (such as attending meetings, supervision visits, training, or advisory services in Mexico)

  • Technical work in companies

  • Philanthropic, sports, artistic activities, and transportation of goods (without receiving payment in Mexico)

  • Receiving medical treatment

  • Attending fairs and/or conferences

  • Studies lasting less than 180 days

Requirements:

1. Original and simple copy of a valid passport. Only the data page (with photo and personal information) and the following page must be submitted. 

2. Completed visa application form. The form can be downloaded by clicking this link.

3. One recent (no older than 30 days) color passport-size photograph, with a white background, front-facing, visible face, and without glasses. 

4. If the applicant is of a nationality other than Ethiopian, they must present the original and a simple copy of the document proving legal stay in Ethiopia (visa, residence card or entry stamp).

5. Submit the documents that prove any of the following cases: 

Proof of financial solvency by presenting documentation from one of the following options [only one of a), b), or c) must be fulfilled]:

a) Proof of employment or pension with monthly income free of taxes equivalent to at least 220 UMA (Unit of Measurement and Update) (approximately 300,000 birrs depending on the exchange rate on the date of application), during the last three months, plus proof of stable employment with a minimum of one year.

Required documentation:

  • Employment history report with electronic references, or income tax return (for self-employed applicants).

  • Monthly bank statements (with original bank seal) documents showing salary or pension deposits for the corresponding months. Statements must be monthly, not quarterly or consolidated reports.

b) Proof of investments or bank accounts with an average monthly balance equivalent to at least 680 UMA (approximately 800,000 birrs depending on the exchange rate on the date of application), during the last three months.

Required documentation:

  • Monthly bank statements (with original bank seal) or certified electronic documents showing the average balance for the corresponding months. Statements must be monthly, not quarterly or consolidated reports.

c) For foreign nationals enrolled in higher education institutions: proof of enrollment and proof of stable employment, pension, or scholarship with monthly income equivalent to at least 130 UMA (approximately 137,000 birrs, depending on the exchange rate on the date of application), during the last three months.

Required documentation:

  • Monthly bank statements (with original bank seal) or certified electronic documents for the last three months up to the date of application. Statements must be monthly, not quarterly or consolidated reports.

An original letter (no digital copy) of responsibility issued by an organization or a public or private institution inviting the foreign national to participate in a non-remunerated event or activity within Mexican territory. The letter must include the following information: 

1. Full name and nationality of the applicant

2. Legal name of the organization 

3. Official registration number, as applicable

4. Purpose of the organization or institution (public or private)

5. Full address and contact details of the organization or institution

6. Information regarding the activity or project in which the foreign national will participate. The activity must be related to the objectives of the inviting organization or institution

7. Estimated duration or approximate completion date of the activity

8. A commitment to cover the living expenses of the foreign national during their stay in Mexico and to ensure their return to their country of origin or residence

9. A copy of the official identification (with signature and photograph) of the person signing the letter of responsibility

To demonstrate sufficient resources to fulfill the obligation mentioned in item 8 above, the inviting private organization or institution must present either the original or a certified electronic document showing proof of investments or bank accounts with an average monthly balance equivalent to 2,290 UMA (approximately 2,700,000 birrs, depending on the exchange rate on the date of application), maintained during the last twelve months.

Public institutions and organizations, as well as those belonging to the National Education System (public and private), are not required to prove financial solvency.

Additionally, the foreign national must present original documents proving that they possess the experience, capacity, skills, or knowledge necessary to carry out the activity for which they are invited.

Payment fees:

For the reception, application and, if applicable, authorization of the visa, the amount of 56.00 USD must be paid, in cash and in an exact amount.

Consular interview:

The visa interview requires the physical presence of the applicant.

It is not possible to complete this procedure remotely or through intermediaries.

On the day of your appointment, the visa applicant must appear in person at the Consular Section of the Embassy, without companions, and present the appointment confirmation for the visa procedure.

Exceptions for accompanying persons are allowed only in the following cases:

a) Minors or persons with disabilities — the presence of a legal guardian or parent is required.
b) Family-unit visa applications — the Mexican national or foreign holder of a valid Mexican visa or temporary/permanent residence card must appear in person.
c) Applicants with physical disabilities who require assistance.

All required documentation must be presented on the day of the appointment, in accordance with the specific type of visa requested.

Payment of consular fees is also made on the same day. 

Processing time:

In accordance with current visa regulations, the maximum processing time is up to 10 business days, provided that all documentation has been submitted completely and satisfactorily.

Airline tickets or travel packages are not required for visa processing and do not affect the approval or issuance times of the visa.

Important information: Having a visa does not guarantee entry to national territory. It only allows the foreigner to present himself at the point of entry to apply for entry into the country.

Entry or entry into Mexico is conditional on the approval of the health and immigration authorities at the points of entry into the country, known as immigration filters, who may at any time conduct an interview about the reason for their trip and verify the requirements established in the applicable legal provisions (Article 37 of the Migration Law and 60 of its Regulations).
