Mexico’s Foreign Secretary, Claudia Ruiz Massieu and the Minister of Foreign Affairs of Canada, Stéphane Dion, held their first meeting in the margins of the XXII Meeting of the Asia-Pacific Economic Cooperation (APEC).
During the meeting, the Foreign Ministers reiterated the agreement reached between President Enrique Peña Nieto and Prime Minister Justin Trudeau, to relaunch a new era in the Mexico-Canada relationship. The Foreign Minister expressed her confidence that the new Canadian government will work to achieve that bilateral dialogue.
Claudia Ruiz Massieu extensively acknowledged Prime Minister Justin Trudeau’s instructions to his cabinet to work on eliminating the Canadian visa for Mexicans, and endorsed the Government of Mexico’s support with respect to accompanying Canada’s work in this important process.
For his part, Minister Dion confirmed the impetus for the new Canadian government to host the North American Leaders' Summit, as soon as possible in 2016, to further strengthen the competitiveness of the region. Also, both foreign ministers welcomed the completion of negotiations on the Trans-Pacific Partnership Agreement (TPP) and agreed that this framework will allow the North American Free Trade Agreement to be updated and automatically renewed.
The officials agreed to strengthen academic and research exchanges, as a tool to promote greater innovation and competitiveness in the region, favouring bilateral mechanisms that have great potential, such as the Bilateral Forum on Higher Education, Innovation and Research in Canada (FOBESIIC).
Both officials reiterated their commitment to work closely in multilateral fora and achieve urgent solutions to attend to the primary global challenges, such as climate change. In that sense, both agreed on the importance of reaching a binding agreement to effectively combat this phenomenon at the forthcoming Conference of the States Parties to the Convention on Climate Change (COP 21), which will take place in Paris.

Première réunion de la chancelière Claudia Ruiz Massieu avec son homologue canadien, Stéphane Dion
La secrétaire aux Relations extérieures, Claudia Ruiz Massieu et le ministre des Affaires étrangères du Canada, Stéphane Dion, ont tenu leur première réunion en marge du XXIIe Forum de coopération économique Asie-Pacifique (APEC).
Lors de la réunion, les ministres des Affaires étrangères ont réitéré l’accord conclu entre le président Enrique Peña Nieto et le premier ministre Justin Trudeau, pour assurer le redémarrage d’une nouvelle ère dans les relations entre le Mexique et le Canada. La secrétaire aux relations extérieures a confiance que le nouveau gouvernement du Canada travaillera pour atteindre ce dialogue bilatéral.
Claudia Ruiz Massieu s’est montrée très reconnaissante vis-à-vis de l’instruction faite par le premier ministre, Justin Trudeau à son cabinet, de travailler pour l’élimination du visa canadien pour les Mexicains, et elle réitéra l’offre de soutien du gouvernement du Mexique pour assister le Canada lors de cet important processus.
De son côté, le ministre Dion a confirmé les efforts du nouveau gouvernement canadien pour accueillir, le plus tôt possible en 2016, le Sommet des dirigeants d’Amérique du Nord afin de poursuivre le renforcement de la compétitivité de la région. D’ailleurs, les deux chanceliers ont applaudi la fermeture des négociations de l’Accord transpacifique (TTP) et considèrent que ce cadre permettra de mettre à jour et de renouveler automatiquement l’Accord de libre-échange nord-américain.
Les fonctionnaires ont convenu de renforcer les échanges universitaires et de recherche comme des outils de promotion de l’innovation et de la compétitivité dans la région, en favorisant des mécanismes bilatéraux prometteurs comme le Forum bilatéral sur l’enseignement supérieur, de l’innovation et de la recherche au Canada (FOBESIIC).
Ils ont réitéré leur engagement à travailler en étroite collaboration dans les forums multilatéraux et parvenir à des solutions qui sont urgentes à l’attention des grands défis mondiaux tels que le changement climatique. En ce sens, ils ont souligné l’importance d’atteindre à Paris, lors de la prochaine Conférence des parties de la Convention-cadre des Nations Unies sur les changements climatiques (COP21), un accord inaliénable pour lutter efficacement contre ce phénomène.
