Visitor Visa for Adoption Procedures
Who is it for?
Applicable to foreign persons who intend to go to Mexico with the status of visitor for adoption purposes and who are nationals or permanent residents of a member country of the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption or of a country with which Mexico has signed an agreement on the matter.
Requirements
1. Valid passport (original + simple copy).
2. Visa application form:(PDF anexo)
3. One recent passport-size photograph, colour, white background, no glasses (not older than 30 days).
4. If you are not a Belgian national: Provide the original and a simple copy of the document proving legal stay in Belgium (visa or residence permit).
5. Original of the adoptability or pre-assignment report issued by the National System for the Comprehensive Development of the Family, which includes information about the identity of the child or adolescent.
6. Original of the acceptance of the child's assignment and continuation of the adoption procedure issued by the Central Authority of the Receiving State, expressing its will and that of the applicants to continue with the adoption process.
Application Procedure
1. Prepare all required documents.
2. Schedule an appointment through the official system: https://citas.sre.gob.mx Select the option: “VISAS”
3. Attend the appointment in person with all documents and complete the consular interview.
Payment is made on the day of the appointment, preferably by bank transfer.
For updated consular fees: https://embamex.sre.gob.mx/belgica/images/ServiciosConsulares/derechos_consulares2024
Four possible outcomes:
1. The documentation is complete, the interview is satisfactory, and no additional verification is needed → the visa may be issued the same day.
2. Additional documentation is required → you will be asked to complete it and come back with a new appointment within the next 10 business days.
3. The documentation is complete, the interview is satisfactory, but an alarm appears in the security or migration control lists, which means that additional verification is needed → processing may take up to 10 business days.
4. The consular interview is unsatisfactory → the visa is denied.
Important Considerations
• Visa must be used within 180 days from issuance.
• Once in Mexico, you must apply for the Temporary Resident Card at Instituto Nacional de Migración (INM) within 30 days.
• The person visiting for adoption purposes may remain in national territory until the final adoption resolution is issued, including the registration of the birth certificate in the Civil Registry, obtaining the Mexican passport and the necessary documentation to guarantee that the child or adolescent will be admitted to the country of residence of their adopter.
• Documents issued outside Belgium or Mexico must be apostilled or legalized and include a simple Spanish translation if necessary.
• Airline tickets or travel packages are not required and do not influence approval.
• Issuance of the visa depends on the documentation and the consular interview. Fees are non-refundable, even if the visa is denied.
