In 1997 the state of Tabasco (Mexico) passed a legislation allowing surrogacy, by which couples without the possibility of bearing a child by natural methods could hire the services of a surrogate mother.

Since January 2016, only Mexican citizens have the legal right to celebrate surrogacy contracts in Tabasco. Accordingly, it is not legal for foreign nationals to make surrogacy contracts in Tabasco. In this context, the authorities of  the Civil Registry of Tabasco can deny foreign nationals trying to register a birth that occurred as a result of a surrogacy contract between Mexicans and foreigners.

If you are not a Mexican national and have been offered the possibility of hiring the services of a surrogate mother in Tabasco, be aware that it is illegal and could lead to penalties.
